The governance layer is being captured by vendors who will ship it with their products whether or not you audit the contract. And monitoring AI explanations after a decision is watching a rationalization, not reasoning.
Three concrete actions. Stop evaluating AI tools without first auditing org shape — if your structure cannot metabolize autonomy, no tool will fix it, and Ramp’s 99.5% is a governance story dressed as a technology story. Read the consent, harness, and default-restriction clauses of every AI vendor in your stack; the Vercel plugin proved consent can be injected without a visible owner. Rebuild verification around the pre-commitment point — what the model saw and what it committed to, under what constraint — not what it explained afterward. The explanation layer is the wrong place to govern. It is always the last thing you see and the first thing to lie.
