The App Store Just Became AI's First Distribution Checkpoint
Apple removed an app called “Anything” from the App Store last week. The reason was Section 2.5.2 of the App Store Review Guidelines: apps must be self-contained and cannot download, install, or execute code that changes features or functionality outside the review process.
The app’s developer, Dhruv Amin, tried a workaround. Instead of executing generated code natively, the app would preview it in a web browser. Apple rejected that too and pulled the app entirely.
This is not a story about one app. It is the first time a major platform has enforced distribution governance against AI-generated software.
The Rule Already Existed
Section 2.5.2 predates AI-generated code by years. Apple wrote it to prevent apps from sideloading functionality after review, a tactic some developers used to sneak features past reviewers. The rule was designed for a world where humans wrote code and tried to evade human reviewers.
Now it applies to a different threat. Vibe-coding tools let anyone generate a functioning app through natural language. Lovable, one of the more prominent AI app-builders, is valued at $6.6 billion with $400 million in annual recurring revenue. The scale of AI-generated software is no longer theoretical. It is commercial.
Apple did not write a new rule. It enforced an old one against a new category of software. The governance framework existed. The enforcement target changed.
Generation Is Allowed. Execution Is Not.
The distinction Apple draws is worth studying. Tools that generate code are fine. Xcode integrates AI code completion. Third-party tools like Cursor and Copilot produce code that ships through normal App Store review. Apple has no issue with AI writing software.
The line is execution. An app that generates code and then runs that code on a user’s device, without Apple reviewing what was generated, violates the self-containment principle. The app becomes a platform within a platform, capable of delivering arbitrary functionality that no reviewer has seen.
This asymmetry is the key insight. Apple governs distribution, not creation. It does not care how code was written. It cares whether the code that reaches users has passed through its review checkpoint. AI-generated code that goes through review is treated identically to human-written code. AI-generated code that bypasses review is treated identically to malware.
The Downstream Answer

If organizations cannot reliably verify AI-generated code before deployment, the platform that distributes that code to users becomes the last checkpoint. The App Store review process is not a substitute for development governance. But it is the final gate before software reaches millions of devices.
This creates a layered governance model. Development-level controls (code review, testing, permission boundaries) catch problems where they originate. Distribution-level controls (App Store review, Section 2.5.2 enforcement) catch what development controls miss. Neither layer is sufficient alone. Both are necessary.
What Platforms See That Developers Don’t
Apple reviews roughly 100,000 app submissions per week. That volume gives it pattern visibility that individual development teams lack. When vibe-coded apps started arriving with dynamic code execution capabilities, Apple could see the category forming before any single developer recognized the systemic risk.
Platform governance operates at a different altitude than development governance. A development team sees its own codebase. A platform sees every codebase. The patterns that emerge at platform scale (common vulnerabilities, shared architectural shortcuts, repeated policy violations) are invisible at the individual project level.

The Uncomfortable Implication
If your governance strategy depends entirely on development-level controls, Apple just demonstrated its insufficiency. A well-governed development process that produces a self-contained app will pass App Store review without issue. An ungoverned development process that produces an app with dynamic code execution will be rejected, regardless of how sophisticated the AI that generated it.
The uncomfortable truth: for consumer software, platform governance may be more reliable than organizational governance. Apple has economic incentives (brand reputation, legal liability, user trust) to enforce its review standards. Individual organizations have economic incentives to ship faster. When those incentives conflict, the platform’s incentives are more durable.
This does not mean organizations should outsource governance to platforms. It means organizations that lack their own governance will increasingly find platforms enforcing it for them. On the platform’s terms, on the platform’s timeline, with the platform’s priorities.
What This Means
For organizations building with AI code generation tools, Apple’s enforcement clarifies three things.
Distribution governance is real. The App Store is not the only distribution checkpoint. Google Play has similar policies. Enterprise app stores have their own review processes. If your AI-generated software reaches users through any managed distribution channel, that channel’s governance applies. Build for it.
Self-containment is a design constraint, not a limitation. Section 2.5.2 requires apps to be self-contained. For AI-powered applications, this means the AI capabilities must be defined at review time, not generated at runtime. Design your architecture around this constraint rather than engineering around it. Amin’s web browser workaround failed because Apple understood the intent, not just the implementation.
Internal governance is cheaper than external enforcement. Apple’s rejection is binary: the app is in or it is out. Internal governance offers nuance, iteration, and course correction. Organizations that build their own verification processes for AI-generated code retain control over how, when, and what ships. Organizations that depend on platform enforcement cede that control entirely.
The App Store has become AI’s first distribution checkpoint. It will not be the last. Every platform that mediates between software producers and software consumers will eventually face the same question Apple just answered: does AI-generated code get a free pass through distribution, or does it face the same scrutiny as everything else?
Apple’s answer is clear. Build accordingly.
